The application was developed by the National Oceanic and Atmospheric Administration (NOAA) Pacific Services Center in partnership with the State of Hawai`i, Friends of Ka‘ena, and Papahānaumokuākea Marine National Monument and World Heritage Site (Navigating Change Environmental Education Program).
